David Horn brings decades of frontline firefighting and public safety experience to the Benicia Fire Safe Council. A former professional firefighter for the City of Berkeley, David served 15 years in a community with complex wildfire risks, including wildland-urban interface, dense residential neighborhoods, industrial zones, and shoreline. He also volunteered with the Benicia Fire Department, where he educated local elementary students on fire safety—often in costume as Sparky the Fire Dog—and served as curator for the Benicia Fire Museum.
Throughout his fire service career, David held specialized roles including State Certified Fire Instructor, EMT-D, Hazardous Materials Specialist, Fire Prevention Specialist, and Acting Captain. He responded to major disasters such as the 1989 Loma Prieta earthquake and the 1991 Oakland Hills Firestorm, where he protected neighborhoods above the Claremont Hotel and was featured in the Oakland Tribune for rescuing pets during the crisis.
Now retired, David serves as a critical interface between the Benicia Fire Safe Council and the fire department, offering insight into emergency response, fire prevention, and public education. His leadership strengthens community outreach and helps shape practical, fire-smart strategies. David also volunteers widely across Benicia, continuing his lifelong commitment to service, safety, and community resilience.
